加拿大联邦EE项目简介 EE三大子项目解析表 2021版NOC职业代码

加拿大联邦快速通道项目(Express Entry，业界简称为EE)，是一个线上系统，用于管理希望成为加拿大永久居民(PR)的技术移民申请。2015年，加拿大联邦移民部(IRCC)正式宣布把三个移民项目(技术类FSW，技工类FST，经验类CEC)统筹归并入EE通道，并随着各省省提名项目(PNP)的发展，将联邦EE通道与省提名项目做了无缝衔接(EE-PNP类)。

 

申请人人在线提交个人资料后，联邦政府将确定候选人是否有资格参加由 Express Entry 管理的移民项目。符合条件的候选人将被纳入快速通道候选池，俗称“入池”，所有候选人会根据综合评分系统 (CRS) 进行排名。CRS 分数是根据候选人的年龄、教育程度、工作经验、语言技能以及其他因素计算得出的。入池后，加拿大政府就会从EE池中选出得分最高的候选人，并向他们发送邀请(ITA)，俗称“获邀”。

 

联邦技术类(Federal Skilled Worker Program，简称为FSW) 

 

EE通道旗下的联邦技术类子项目(FSW)适用于NOC职业代码为TEER 0/1/2/3类的申请人。申请FSW类子项目首先须满足联邦EE 67分的门槛评分标准，提交EE进入候选池，再根据CRS综合打分表的得分等待邀请。联邦技术移民适合学历高，年级轻，英语或法语好的申请人。申请加拿大联邦技术移民必须首先符合基本的申请条件。加拿大移民局为申请人设置了两个评分关卡，第一关是六大要素打分表的67分，通过了这个关卡，证明申请人有资格递交EE申请，有资格被移民局筛选。第二个关卡是递交EE之后的CRS评分体系，此关卡没有通过分限制，按得分由高到低发出签证邀请，CRS评分体系决定了您获得邀请的几率和周期。从2015年1月31日首轮EE邀请至2023年2月1日，FSW类子项目通常都是与其他两类子项目(FST技工类和CEC经验类)同时进行的，也就是业界常说的“不限类别”邀请。值得注意的是2023年2月2日，联邦移民部(IRCC)首次仅定向FSW类别进行了邀请，最低分数为489分，邀请人数为3,300人。

 

联邦技工类(Federal Skilled Trades Program，简称为FST)             

 

联邦技工类子项目(FST)适用于NOC职业代码为TEER 2/3类的申请人。必须有雇主offer或者取得加拿大省份/地区/联邦政府颁发的技术资格证书，这对于身在中国的申请人来说难度较高。NOC TEER 2/3类中多数职业都是需要强制认证的，即使不是强制认证，也要注册成为所在省的学徒才能从事工作。对于中国申请人来说申请FST类子项目的难点是：怎样入境加拿大考取加拿大省份/地区/联邦政府颁发的技工资格证书。FST技工类子项目无须满足67分门槛要求，直接根据CRS评分表进行打分，按分数情况入池等待IRCC邀请。根据最近一次FST类子项目邀请的最低分数(2020年8月6日)，申请人要达到415分才可获邀。在2022年11月16日联邦移民体系整体切换到2021版NOC职业代码后，FST类子项目合计包含95个TEER 2/3类技工职业，如下表所示：

联邦经验类(Canadian Experience Class，简称为CEC)    

 

联邦经验类子项目(CEC)适用于拥有加拿大专上教育程度的国际留学生，以及在加拿大境内持有工作签证的海外人士。其核心要求是在最近三年内至少一年加拿大本地工作经验以及语言成绩。符合CEC类别要求的申请人需进入快速通道系统，然后通过CRS评分表打分，按分数情况入池等待IRCC邀请。根据最近一次CEC类子项目邀请的最低分数(2021年9月14日)，申请人要达到462分才可获邀。

加拿大时间11月16日，加拿大2021版NOC职业代码正式实施！该版本目前是1.0版，是在2021年9月21日由加拿大就业和社会发展部(ESDC)和加拿大统计局(StatCan)共同发布的。


2021版NOC比之前2016版本的4位数NOC代码多出1位数字，主要从培训、教育、工作经验和工作职责(官方统称为TEER)四大方面对加拿大各行业职业做了细分定义，更能准确反映加拿大劳动力市场的实际情况。以下是我们对于此次NOC职业代码十年一换大调整的一些干货分享：
